Stratagem Technical Services was founded by Troy Van Marter, who serves as President. With more than 30 years of experience in technology and corporate leadership, Troy brings a depth of knowledge that most small IT firms simply can’t match.

Before founding Stratagem, Troy held senior roles at global organizations including IBM and Reuters, where he developed and led business management and technical support teams. At Reuters America, as part of the IT Management team, he contributed to the restructuring of the North America IT services and support organization. In a separate initiative, he delivered over $250,000 in savings through contract renegotiations and process improvements. He also directed the Global Employee Efficiency Measurements Program (EEMP), providing the CIO with actionable insights on improving technical services across the worldwide organization.
